Should Michael Vick Ever Be Allowed To Own A Dog Again?

I am a huge animal lover.  I own two dogs myself.  I am a football fan, but I can never see myself rooting for Mike Vick again.  He has said that one day he would like to own a dog again.  I don't care how much he says that he has changed, he should NEVER be allowed to own a dog or any other kind of pet again.  What are your thoughts?
